\u201cSe nei referendum sull\u2019acqua dovessero vincere i\u00a0S\u00ec, non resteremmo senza legge, ma\u00a0avrebbero vigore le direttive dell\u2019Unione Europea, molto pi\u00f9 liberiste del cosiddetto \u2018decreto Ronchi\u2019.<\/p>\n
Ad esempio, la\u00a0direttiva 2000\/60, all\u2019articolo 9 prevede che i prezzi siano basati sul \u2018principio del recupero dei costi, compresi i costi ambientali e relativi alle risorse, prendendo in considerazione l’analisi economica\u2019. Ovviamente questo comprende la remunerazione del capitale investito, che il referendum vorrebbe cancellare, oltre ad altri costi ancora. E questo, in nome della tutela dell\u2019ambiente.<\/p>\n
In generale, l\u2019Unione Europea prevede la libera concorrenza, e non fa eccezione per le aziende pubbliche e municipalizzate. Le norme che oggetto dell\u2019altro referendum hanno rimandato al 2012 l\u2019obbligo degli appalti e prevedono eccezioni.<\/p>\n
Insomma, i referendum abrogherebbero norme morbide e ne farebbero entrare in vigore altre molto pi\u00f9 dure.
