In questo campo vanno esaminate con pragmatismo tutte le proposte poich\u00e9, pi\u00f9 che il principio, conta l&#8217;efficacia del provvedimento. Abbiamo centinaia di migliaia di clandestini. La misura deve essere efficace per i grandi numeri, ma deve sapere anche distinguere tra varie tipologie. Ragion per cui vanno esaminate con pragmatismo le soluzioni migliori, anche se le capacit\u00e0 dei tribunali non sono illimitate.
