Se si vuole fare una riforma profonda, il sistema migliore per l’Italia \u00e8 certamente quello americano: con un presidente forte, capo di un esecutivo che resta comunque in carica 6 anni e pu\u00f2 realmente incidere sulla macchina amministrativa, bilanciato per\u00f2 da un parlamento altrettanto forte, bicamerale, che con 600 membri controlla realmente il Governo e vota le leggi secondo buon senso e non necessariamente secondo gli schieramenti. Questa idea si concretizz\u00f2 nella dodicesima legislatura in una proposta di legge firmata da 96 deputati – tra cui Martino, Biondi, Pisanu, Vito e Urso – e nel 2004 in un maxi emendamento di Franco Bassanini presentato durante la riforma costituzionale della Casa delle Libert\u00e0\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"
