\u201cQuando il sottosegretario Lauria afferma che <<Il Governo non fa spot ma comunicazione istituzionale>> fa una distinzione ipocrita basata su un provvedimento ingiusto come la legge-bavaglio. Questa legge, infatti, mentre consente al Governo di fare spot gratis definendoli <<comunicazione istituzionale>>, vieta all\u2019Opposizione di fare i suoi anche se se li paga chiamandoli <<comunicazione politica>>.<\/p>\n
Una conferma della funzione propagandistica dei 3800 spot governativi \u00e8 il fatto che, delle 52 campagne televisive del 1999, ben 11 sono andate in onda nel mese prima delle elezioni europee ed amministrative (nel conteggio non rientra quella sulle elezioni stesse che non poteva andare in onda in altro periodo): tra queste sono da segnalare la megaserie di 132 spot sulla sciagurata Missione Arcobaleno, la campagna sul \u201cpatto per lo sviluppo e l\u2019occupazione\u201d (altro fallimento), e quella sulla riforma dell\u2019esame di maturit\u00e0 – particolarmente irritante perch\u00e9 pubblicizzava con slogan trionfalistici e non informativi un provvedimento contro il quale l\u2019Opposizione si \u00e8 battuta vigorosamente.<\/p>\n
