Ma il modello che abbiamo sentito descrivere ieri comporterebbe enormi disparit\u00e0 tra gli elettori. Infatti, quel 29% degli italiani che vive nei capoluoghi di Provincia avrebbe l\u2019esclusiva su 108 Senatori-sindaci dei capoluoghi, oltre a partecipare all\u2019elezione dei Senatori-Governatori. Al restante 71% resterebbe solo la possibilit\u00e0 di partecipare alle elezioni degli ultimi 21; il Presidente della Repubblica avrebbe perci\u00f2 da solo pi\u00f9 senatori di 41 milioni di Italiani \u2018provinciali\u2019.<\/p>\n
Sfugge poi il senso di dare tutto questo potere ai capoluoghi di Province che contemporaneamente si vogliono abolire. Persino il cattivo modello del Bundestrat, che molti tedeschi vorrebbero abolire, \u00e8 preferibile a questa strampalata proposta.
