La procedura corretta era presentare un disegno di legge alle Camere e introdurre le molte modifiche di cui si \u00e8 parlato con emendamenti, del Governo o dei parlamentari, con trasparenza e vero dibattito. Invece tutto avviene in oscure trattative, nell’ombra dei palazzi e chiss\u00e0 dove altro. Dove \u00e8 finita la trasparenza? Perch\u00e9 non assistiamo in streaming ai mercanteggiamenti su questo testo? Una cosa \u00e8 certa: manca anche un altro requisito costituzionale. Manca l’omogeneit\u00e0.
