Apprezzo la citazione del sistema americano nell’analisi del prof. Ainis sul taglio dei parlamentari. Certo, i senatori Usa sono solo cento e sono autorevoli, tanto da essere chiamati ‘i cento re’. Ma non \u00e8 l’esiguo numero che li rende tali, \u00e8 l’intero sistema costituzionale degli USA che, a fronte di un esecutivo forte e stabile eletto dal popolo nella persona del Presidente, prevede una Camera e un Senato eletti anch’essi dal popolo e indipendenti dall’esecutivo (oltre, peraltro a 7500 senatori e deputati degli Stati). Non c’\u00e8 alcuna ragione per cui i futuri 600 dovrebbero essere pi\u00f9 autonomi e meno ridotti a premere il tasto del voto rispetto agli attuali 945; saranno anzi ancor pi\u00f9 strettamente controllati e dipendenti dall’esecutivo, tanto pi\u00f9 se passeranno altre riforme regolamentari per ‘snellire’ i lavori, come se l’Italia avesse bisogno di tante leggi, approvate pi\u00f9 in fretta, scritte negli uffici dei ministeri o in quelli delle grandi aziende transnazionali. Anche questa legislatura ho presentato un disegno di legge di riforma costituzionale per introdurre in Italia il sistema degli Stati Uniti d’America, che funziona senza problemi da 230 anni.
